National Skills Strategy

UK productivity is lagging behind that of its main competitors, and facing significant weaknesses in basic and intermediate, craft and technical skills as well as in management and exploiting new technologies and ideas. Through the National Skills Strategy, 21st Century Skills: Realising our Potential, the Government has recognised that if productivity is to improve, employers need to play a central role in improving skills.

The flagship strategy places employers centre stage to create a demand led education and training system responsive to business needs. The strategy gives fresh impetus to the drive for a more skilled workforce and cites employer involvement through the network of Sector Skills Councils (SSCs) as crucial.

Skillset was the first 'trailblazer' SSC, and is charged with:
  • identifying, mapping and meeting the key skills needs in the audio visual industries;
  • developing agreements with employers on the action required to tackle skills gaps; and
  • reforming qualifications to make them more employer friendly.
Clive Jones, Head of Carlton TV and Joint Managing Director of ITV, welcomed the strategy, saying:

    "The government has realised that if economic productivity is to improve, employers need to be in the driving seat when it comes to skills. In the past employers have felt remote and distant from learning provision, but this strategy gives us more input through Skillset so we get exactly what we need. It's a much more joined up approach and is an opportunity we should take full advantage of."
