School-based provision
The Government White Paper on 14-19 Education and Skills, published in February 2005, set out plans to reform the curriculum for 14 to 19 year olds in formal education. One of the principal objectives of this reform is to increase the number of young people remaining in education after the age of 16 by providing an alternative route through education that supports progression into Higher Education, while developing essential skills and attributes required in the work place.
A central part of these reforms is the development of Specialised Diplomas for 14 ‘lines of learning', reflecting broad sectoral areas. Diplomas in the first five lines of learning will be available for first teaching in 2008. By 2013, diplomas in all 14 lines of learning will be a national entitlement to every 14 to 19 year old in England.
Skillset is the lead Sector Skills Council responsible for the development of the Creative and Media Diploma, one of the first five lines of learning. Working in close partnership with Creative and Cultural Skills and Skillfast-UK, we have the opportunity to ensure that, for the first time, the creative and media industries can have a positive and proactive input into the education of young people. To this end, our principal aim is to develop a credible and valuable alternative to current provision, encouraging aspiration, innovation and creativity within a broad and stimulating learning programme.
What makes this qualification development unique is that, for the first time, industry has been placed in the driving seat of the qualification design. This is in order to ensure that the Specialised Diplomas effectively develop the essential knowledge, skills and attributes that are required by industry and which will support its growth and productivity.

Skillset is also a key partner in the Media Literacy Task Force which aims to embed Media Literacy into the curriculum and promote its status as a subject. The Task Force has developed a Media Literacy Charter.
