English Regions' Collaborative Action Plans

In 2005 Skillset published its Sector Skills Agreement for the audio visual industries with national Skills Strategiesfor Film, Television and Interactive Media and Computer Games.

At the same time Skillset developed Regional Collaborative Action Plans (RCAPs) for each of the 9 English regions.

The RCAPs set out the actions which should be taken forward with industry, public sector agencies and training and education suppliers. They are the primary focus for Skillset Regional Managers in their work to advance our Sector Skills Agreement and ensure that industry need is met by training and education supply and investment in skills.

There has been major progress nationally in acting on the priorities set out in the Sector Skills Agreement.

Progress in the regions has been patchier with some ‘shining stars' leading the way, establishing a joined–up approach to the development of the sector. London, the South East and the North West have been outstanding examples where the Regional Development Agencies, the Learning and Skills Councils and others have made the commitment to work together to take the priorities of the RCAP forward. Others are moving in the right direction.

Engagement with the education sector

Across all regions the dialogue with the education sector has been a major success with some regional Education Focus Groups attracting over 80 participants. Skillset is also working with the Higher Level Skills Pathfinders in the South West and the North West.

In addition, over the next 12 months Skillset will be undertaking a major review of all qualifications in the sector, identifying which ones are most relevant to those seeking to work in the industry. This will be a key document for Learning and Skills Councils seeking to focus their investment on appropriate provision.

Strategy and RCAP development

Skillset is currently putting the final touches to three further Skills Strategies in Photo Imaging, Radio and Animation, ahead of their official publication in Winter 2007. This is a significant step forward as it will mean that the entire audio visual ‘footprint' will be covered UK–wide.

The 9 RCAPs will also be updated and revised to incorporate the latest labour market intelligence and an up–to–date reflection of national and regional skills policy and issues.

As the RCAPs are updated, Skillset Regional Managers will be working with the key regional stakeholders to clearly identify how each can play a role in taking forward the priorities for action, identifying milestones and outputs that provide a measure of commitment and impact over the coming years.
